The purpose of this memorandum is to remind schools, sponsors, and institutions participating in any U.S. Department of Agriculture Child Nutrition Program, including the National School Lunch Program, School Breakfast Program, Fresh Fruit and Vegetable Program, Special Milk Program for Children, Child and Adult Care Food Program, Summer Food Service Program, and the Seamless Summer Option, of the various resources available to help child nutrition program operators procure local foods.
WIC card and benefit security is critical for ensuring participants can successfully obtain their supplemental foods and for protecting the integrity of taxpayer dollars. As program partners, we seek to work with state leaders to take actions to increase card security, safeguard participants’ benefits, and prevent or reduce fraud.
The purpose of these grants is to support SNAP state agencies in meeting these requirements and testing different income verification services to determine the most cost-effective solution.

Consistent with Secretary of Agriculture Brooke Rollins’ guiding principle to take swift action to minimize instances of fraud, waste, and program abuse in nutrition programs, the Supplemental Nutrition Assistance Program Fraud Framework Implementation Grant Program supports state agency efforts to improve and expand recipient fraud prevention, detection, and investigation efforts using the procedures, ideas, and practices outlined in the SNAP Fraud Framework.
