This report is the latest in a series on national SNAP participation rates, which estimate the proportion of people eligible for benefits under federal income and asset rules to those who actually participate in the program. This report presents rates for fiscal year 2022 and re-estimated rates for pre-pandemic FY 2020 using new weights released by the Census Bureau for the 2020 Census.

This data collection fulfills states’ reporting requirements and describes trends in program participation during the COVID-19 pandemic from July 2020 through Dec. 2021. It is part of an ongoing study series examining CN program operations, repurposed to collect waiver reports from all states. A previous report in the series detailed waiver usage and trends in program participation and operations from March through Sept. 2020.
The purpose of this policy memorandum is to clarify requirements in the sale of processed end products through a commercial distributor under an "indirect discount" or "hybrid" sales system and in a modified form of such sales system previously approved by FNS.
This report offers updated estimates of the population that met these criteria and was eligible for WIC benefits in each of the years 2000 through 2009. This report also presents estimates of state participation rates for eligible “working poor” individuals over the same period. Although SNAP provides an important support for working families, the working poor have participated at rates that are substantially below those for all eligible persons.
On July 1, 2006, FNS implemented Policy Memorandum FD-061: Inbound Cheese to Further Processors, in order to alleviate the administrative burden on processors and state distributing agencies (SDAs) in continually reallocating pounds to individual recipient agencies (RAs) based on the variation between the published target truck weight and the actual pounds delivered by the USDA vendor. This policy memorandum revises the original FD-061.
