As of Nov. 4, 2026, SNAP-authorized retailers other than specialty food stores (such as butchers, fish markets, and produce stands) are required to comply with the updated stocking standards described below.
See the sample pathways to compliance with the new SNAP stocking standards and interactive calculator for examples of what a SNAP retailer could stock to comply with the final rule.
Is your store a traditional store with in-person shopping?
If you are a farmer or your organization runs a farmers market, visit our farmer/producer eligibility page.
To be eligible to accept SNAP benefits, your store:
- Must own its own inventory,
- Cannot have more than 50% of sales in prepared food, and
- Must sell staple foods.
- Meet the staple food stocking requirements, called Criterion A, or
- Have 50% of total sales in staple food, called Criterion B.
Stores that do not meet the new requirements will be withdrawn from the SNAP program. Stores can reapply six months after being withdrawn from the program.
Prepared food is food that the retailer makes ready onsite for immediate consumption by assembling, cooking, mixing, or otherwise making ready unless it is bread.
